The Mid-Hudson Board of Trustees is the governing body of the Library System. It is responsible for adopting Bylaws, adopting a Plan of Service and amending the Plan when necessary, establishing policies to ensure the achievement of System objectives, employing a Director, supervising the expenditure of the System funds, and  discharging all responsibilities required by Section 255 of the New York State Education Law and other applicable New York State laws, Rules of the Board of Regents and the Regulations of the Commissioner of Education.
 
There are fifteen trustees, three trustees from each of the five counties in the Library System.  Employees of the Library System or of any of the Library System's member libraries are not eligible to serve as a Library System Trustee. Trustees are nominated and elected at the Annual Membership Meeting by the member libraries represented,  in accordance with rules of procedure established by the Board.
